53 Rural & Regional Development Moving Forward - Continuing the Growth Established in 2005, Moving Forward is the Victorian Government’s $502 million package, including Provincial Victoria’s ‘twin funds’ for growth. These twin funds include a new $100 million Provincial Victoria Growth Fund (PVGF) that aims to drive further growth across Victoria’s regions together with a Regional Infrastructure Development Fund (RIDF) involving an allocation of $200 million over 5 years. Moving Forward encompasses over 70 initiatives to enhance further economic growth and development, by supporting provincial communities to attract more people, jobs and investment. Some of the initiatives included are: Provincial Victoria Sponsorship for Local Events With funding of $3.8 million over five years, Provincial Victoria Sponsorship for Local Events has to date supported 119 projects including The Stawell Gift, Shepparton Food Bowl and Building Expo and the Kyneton Heritage and Jazz Festival. The program recognises the importance of supporting the development and running of key local events in regional and rural communities and their economic development potential. Small Towns Development Fund The Victorian Government established the Small Towns Development Fund (STDF) in 2003 to help small towns develop the economic and social infrastructure needed to generate new opportunities for growth. With an additional funding boost of $25 million in 2005, the Fund has been a great success story leading to vital infrastructure in much needed areas. To June 2008, about 166 projects had been committed to STDF projects since the announcement of Moving Forward. Rural Councils Victoria – Small Towns Project In August 2007, the township of Birchip in Buloke Shire hosted the inaugural Small Towns Summit. The event marked the historic formation of Rural Councils Victoria which has been established to oversee the Small Towns Victoria Project. This group is coordinated by the Municipal Association of Victoria and represents the 38 Regional Councils not represented in the Regional Cities group. Planning for Growth Since its announcement in 2005, 46 projects have been approved to help councils take a strategic regional economic planning approach to managing the challenges of population growth in their region. Priorities for councils are strategic land use planning, economic sector growth strategies, water efficiencies, skills retention and attraction and key infrastructure provision. Planning for Change Planning for Change is an initiative announced by the Victorian Government in October last year as part of the additional $100 million of drought initiatives. The $2 million fund is targeted at projects that aim to reduce vulnerability to climate change and drought by strategically repositioning regional economies to adapt, plan and capitalise on emerging opportunities. Regional Infrastructure Development Fund The Regional Infrastructure Development Fund has played a vital role in the provision of infrastructure in provincial Victoria, supporting the continued growth of important industries and strengthened communities. A number of programs under the fund are targeted towards Victoria’s primary industries and the communities they support.
