96 Sustainability There is currently a Bill before the Victorian Parliament to provide Victorians with grid-connected PV systems with .60 cents kWh for net exports, the final resolution of which will come into practice in January 2009. The Australian Government has stated that it will make Australian Feed-in tariffs ‘nationally consistent’ between the States, as currently every State has a different offering. The PV industry supports gross metering, as it provides more reward and shorter payback periods for the customers who invest in PV grid-connect systems. Rebates To assist with the upfront costs of PV systems, the Australian government has a number of rebate programs. These include for grid-connected homes, off-grid homes and water pumping systems. To take grid-connected systems first. These provide up to $8,000 one-off grant for up to a 1KW system, provided that the taxable gross family income is not over $100,000. The panels must face north, and be tilted to the optimal angle to trap the sun’s light. Only Australian certified products can be used (which is most on the market); and the system must be installed by a BCSE-Accredited installer. Not too onerous! Paperwork includes pre-approval applica- tions, after receiving a satisfactory quote from an installer, and an installation report, both of which have to be submitted to and okayed by the Department for the Environment, Heritage and the Arts under the Solar Homes and Communities Program. The Solar Homes and Communities Plan provides cash rebates for the installation of solar photovoltaic systems on homes and community use buildings. Schools can apply for grants under the National Solar Schools Program from July 2008 to June 2015.
